Scope and Contents
Session recorded on two reels. While advertised speakers include John Dunne, Milton Luger, and George McGrath, only the full presentation by McGrath is present. Dunne and Luger can be heard speaking during the question and answer period, but reels of their individual presentations are absent from the collection.
The first reel contains only the remarks of New York City Commissioner of Correction George McGrath, who details the purposes of incarceration for the adminstration of justice and the prevention and deterrence of crime, but also advocates for the creation and expansion social programs and agencies to ameliorate the situational causes of crime. He also calls for a popular mandate for the funding of these programs. McGrath mentions the Attica Prison Riot of 1971 only briefly at the end of his speech.
The second reel contains the question and answer period. Issues raised in the questions and answers are: solving the problem of recidivism, implementing rehabilitation programs, job training and strategies for securing employment for inmates, the status of detainees awaiting trial, prison overcrowding, the problem of obtaining federal funding, the conditions of the prison at Dannemora, New York, and manpower requirements for rehabilitation programs.
