Abstract

This luncheon deals with the prohibited strike by public employees of the New York City Welfare Department in January of 1965. New York State Board of Mediation labor mediator Julius Manson opens the luncheon by introducing President of Welfare Local 371 Alan Viani, who speaks at 3:46, recounting the events leading up to and occuring during the strike, the use of the Condon-Wadlin Law to jail strikers, and the main points of the settlement. Manson introduces President of the Social Service Employees Union Joseph Tepedino at 18:21, who speaks at 18:41. Tepedino asserts the disadvantaged position of public social work unions as compared to police unions, criticizes the use of "advisory arbitration" by the Mayor's office as a tactic, and rejects the Condon-Wadlin law's prohibition of the right to strike by public employees.
